
A New Constitution for France: The Charter of the Sovereign and Conscious Community

I am presenting below the ideal constitution I envision for my country — France — and any country or community, really — as a transformative successor to the Fifth Republic. This vision radically reimagines our society by moving beyond imposed power hierarchies, the centralized state, and money-based systems. It calls for a decentralized, conscious community where self-sovereignty, voluntary contribution, and living in harmony with nature are the guiding principles. I call this vision the Sovereign and Conscious Community (CSC). Enjoy reading this charter for a new era.
Sovereign and Conscious Community (CSC):

Charter of Self-Sovereignty, Self-Governance, and Living Harmony
(Liberty, Equality, Fraternity, Consciousness)
Preamble
We, living beings – human, non-human, and all ecosystems – affirm our commitment to a free, intrinsically equal, fraternal, and conscious existence. We reject all hierarchies of power and imposed systems, favoring self-sovereignty and self-governance. Driven by the desire to live in full awareness and connection with Gaia, we rely on permaculture as a fundamental approach to living in harmony with nature and structuring our relationships. We strive to build a decentralized society governed by gift economy, degrowth, and free forms of learning.
Article 1 – Core Principles
1. Self-sovereignty and self-governance
• Each being, recognized as politically adult, is sovereign and capable of governing itself freely, without subordination to any hierarchy of power.
2. Cardinal values
• Our interactions and institutions are based on the principles of Liberty, Equality, Fraternity, and Consciousness.
3. Conscious living
• Consciousness guides our individual and collective actions, inviting each person to make informed decisions that are respectful of self, others, and Gaia.
4. Protection and respect for Gaia
• Gaia, the living Earth, along with all nature and animals, benefits from unconditional protection and collective stewardship of resources, gradually replacing the notion of private ownership linked to money.
Article 2 – Rights and Duties of All Living Beings
1. Universal rights
• Every being enjoys the inalienable right to life, integrity, and dignity.
• Dignity is the respect of the human being in their essential needs, integrity, and sensitivity.
• Dignity implies ensuring that no one is humiliated, deprived of vital needs, forced into survival, or treated as an object.
2. Duties toward the commons
• The commons include everything made available to all, without appropriation: resources, knowledge, tools, spaces, relationships, fair rules.
• Each individual contributes, in the desire and joy of doing so, to collective harmony, by taking care of oneself, others, and the environment. Contribution is entirely voluntary and not imposed.
3. Real equality
• No power hierarchy or social class may be established. Equality applies to all, human and non-human alike.
• All life has equal intrinsic value, regardless of its capacities, functions, or forms.
• Equal access to resources, voice, care, safety, and responsibility.
Article 3 – Decentralized Organization and Decision-Making
1. Structure of autonomous networks
• Society is organized in decentralized and interconnected circles, forming a network without power concentration.
2. Differentiated Decision-Making Modes
• Community matters: Decisions with major impact on the collective are made through free and informed consent, so that all relevant objections are resolved.
• In case of persistent blockage, a vote may be used as a last resort, within a framework previously defined by the relevant circle.
• Individual matters: For operational aspects with major repercussions on others, the advice process is mandatory.
• Consultation requirement: Before any decision, the decision-maker must consult experts and all impacted persons.
• Role of experts: Experts offer guidance and knowledge only, without decision-making power. Final responsibility remains with the decision-maker, who acts in awareness.
• Other matters: For all other decisions, with little or no impact on the community or others, it is strongly recommended to use “conscious decision-making,” that is, to become informed on the impact of the decision on oneself and others, and to connect with the highest part of one’s Being, in order to make an aligned and conscious decision.
3. Transparency and responsibility
• Decision-making processes are open, and everyone is accountable for their commitments to the community.
• Transparency implies accessible information, decisions, and decision criteria for all members.
Article 4 – Gift Economy and Monetary Transition
1. Non-capitalist economy
• The economy is based on the principles of gift, cooperation, and sharing, opposing the logic of profit and accumulation.
2. Universal Basic Income (UBI) – Transitional measure
• A UBI is implemented to ensure dignity and autonomy for each individual during the transition to a money-free society.
• Conditions and monitoring:
• The UBI is designed as a temporary measure. A schedule and regular review mechanisms will assess the progress toward a gift economy.
• A consultative committee, composed of community members and experts in solidarity economy, will ensure the ongoing adaptation of the system.
3. Continuity of fundamental needs
• Even after the UBI transition period, access to basic needs (food, housing, healthcare, education, etc.) must be guaranteed, ensuring the security and dignity of all.
Article 5 – Education, Unschooling, and Unworking
1. Unschooling (for children)
• Children’s education follows the principles of unschooling: free, self-directed learning centered on the needs and interests of the child, in an enriched environment of exploration and discovery.
2. Unworking (for adults)
• The concept of unworking refers to a liberated approach to traditional work frameworks. It is based on voluntary contribution – the free choice to participate in collective life with joy and without imposed obligation.
• Each person freely chooses the manner and intensity of their contribution, according to their skills, drives, passions, and rhythms.
• This approach supports personal fulfillment while fostering collective harmony and organic co-responsibility.
3. Development of consciousness
• All educational and training processes integrate the development of individual and collective consciousness, enabling each person to live consciously and act with clarity.
Article 6 – Revision and Adaptation of the Constitution
1. Living document
• This constitution is a living document, subject to necessary changes and adjustments over time.
2. Revision process
• Any amendment will follow a process of direct democracy, involving all community members and respecting the core values of the CSC.

In conclusion, this charter offers a bold blueprint for a future society built on self-sovereignty, decentralized decision-making, and living in harmony with nature. It is an invitation to reimagine our collective future—a future where every individual contributes freely and joyfully, and where the well-being of Gaia is at the heart of our communal life. While green communities value equality, inclusivity, and consensus, they often focus on group harmony to the point where decision-making can become lengthy and circular. Every opinion is treated equally, and the process aims to include everyone, even if it means slowing down or diluting the original idea.
In contrast, the CSC as a turquoise community focuses on fluid, natural alignment rather than forced consensus. Decisions are made through consent (which is different from consensus) and the advice process, which prioritize relevance and competence rather than everyone having an equal say.
